Real Estate Hoarding Signs in Dubai: Off-Plan Sales Hoarding That Sells Units and Stays Compliant
A buyer driving home past an empty plot sees a three-metre-tall render of a pool deck, a skyline view and the words "Launching Soon". Two weeks later the same hoarding shows a payment plan, a starting price, a QR code and a phone number, and the buyer calls. For many Dubai developers, the hoarding around the plot is the first and longest-running advert a project ever has. It is also the one most likely to break property advertising rules, because sales messages, prices and phone numbers change faster than anyone updates the panels.

What Changes When a Dubai Hoarding Starts Selling
A construction hoarding identifies a site. A real estate hoarding sells it. The moment road-facing panels carry prices, payment plans, "Book Now" messages or a sales phone number, they become property advertising, and property advertising in Dubai is regulated by the Real Estate Regulatory Agency (RERA) at the Dubai Land Department (DLD).
In October 2020 the Dubai Land Department announced that RERA had fined 10 real estate companies AED 50,000 each and warned 30 more for advertising violations: advertising without permits, misusing or manipulating permit numbers, and displaying expired permits. The same announcement states that real estate companies wishing to publish any real estate advertisement in the emirate must apply for a permit through the Trakheesi system, and that permit numbers must appear in their advertisements.
Off-plan projects carry a second, bigger rule. AGBI reported in June 2024 that three Dubai developers were fined AED 500,000 each, AED 1.5 million in total, for promoting and marketing projects without completing the required registration procedures under Law No. 8 of 2007 on real estate development escrow accounts. In other words, a hoarding saying "Now Selling" around a project that is not yet registered can be expensive, however good the graphics look.
For a sign company, that means two things: the artwork must leave room for the permit details, and nothing sales-led goes to print until the developer or broker confirms the permits are in place.

The Trakheesi Permit Number
Every real estate advertisement in Dubai is expected to display its Trakheesi permit number, issued through the DLD's Trakheesi system when the advert is approved. On a hoarding, that number needs to be legible, placed consistently and matched to the exact advertisement it was issued for. Do not confuse it with a Trakhees number: Trakhees is the authority that issues building permits in communities such as Nakheel's, and Nakheel's 2023 outdoor branding guidelines ask for the Trakhees permit number to be placed close to the site entrance on construction fences. A sales hoarding in those communities can therefore carry both: the Trakhees building permit number for the site and the Trakheesi advertising permit number for the advert.

The Madmoun QR Code
Since 24 April 2023, the Dubai Land Department's Madmoun service has required real estate companies in Dubai to feature a QR code on their print and audiovisual advertisements, according to Gulf News. Scanning the code lets a buyer check the authorised property details, whether the unit has been sold or rented, and whether the advertisement is approved by RERA. The Dubai Land Department presented the service as a way to enhance transparency in the real estate sector. Gulf News's report refers to print and audiovisual adverts and does not single out outdoor signs, so developers should confirm with DLD how Madmoun applies to their hoarding; building the code into sales artwork is the safer default.

Designing a QR Code That Can Be Scanned From the Pavement
A QR code printed too small on a hoarding is useless. Bitly's guidance on QR sizing gives a distance-to-size ratio of about 10:1: a code 1 cm wide is scannable from about 10 cm away. On that ratio, a code meant to be scanned by someone standing 3 metres back from the hoarding needs to be roughly 30 cm wide, and one scanned from 5 metres needs to be about 50 cm. The same guidance stresses keeping a clear white margin, the quiet zone, around the code, and notes that glossy materials can make codes harder to read than matte ones.
Distance-to-size ratio about 10:1
- Size the code for where people actually stand, usually the pavement or a sales-gate approach, not for passing cars.
- Keep a clear quiet zone; never let renders or patterns run into the code.
- Print on matte or low-glare surfaces where possible, especially in direct sun.
- Place the code at a comfortable height near a pedestrian route, not high up on the panel.
- Test-scan a printed proof at the intended distance before production.

The Swappable Permit Panel: Our Answer to Expired Permits in Dubai
One of the violations the Dubai Land Department fined companies for was displaying expired permits. On a hoarding, that usually happens innocently: the advert was approved, the permit expired or the offer changed, and nobody reprinted 200 metres of graphics to update a small number in the corner.
Our solution is to design the compliance details as a separate, replaceable panel rather than printing them into every large graphic. A typical permit panel holds:

When the permit is renewed, the offer changes or a new advert is approved, only the small panels are reprinted and swapped, often within days, while the large render panels stay up. It costs far less than a full reprint, and it makes it far less likely that an expired permit stays on display simply because updating it was expensive.
The same principle applies to the sales message. Keep the long-life elements, such as the project name, renders and developer brand, on the big panels, and put changeable messages on smaller, swappable sections.
