In-store work depends on the retailer's approval and on the promotion's own approvals. Advertised discounts, giveaways and gift-with-purchase offers are promotions, and promotions in Dubai generally need a DET promotion permit (see below). The Approval Stack Behind a Dubai Sampling Activation

A single sampling booth in a Dubai mall can involve three or four separate approvals. Knowing them in advance is the difference between launching on time and standing next to a booth you are not allowed to open.

Here is how the approvals usually stack up for a food sampling activation:

    The mall or retailer must approve the space, dates, design and staffing. Malls typically ask for drawings, material specifications, insurance and a list of staff.

  2. Approval 2Department of Economy and Tourism
    DET promotion permit

    According to Noble Core Ventures' 2026 guide to promotion permits, advertised discounts, prize draws, giveaways, loyalty rewards and sampling by Dubai-licensed businesses generally need a promotion permit from the Department of Economy and Tourism, with at least 30 days recommended for simple discount campaigns and 45 to 60 days for mall activations. The same guide gives indicative costs of AED 500 to AED 5,000 for discount campaigns.

    Dubai Municipality food approval

    Dubai Municipality's published guide to food-related permits lists a Food Promotion Permit for promotions inside department stores and supermarkets, requiring the promoting entity and the location to be registered on FoodWatch and the food item registered in the ZAD/FIRS system, at 7 AED per product, applied for at least 3 working days in advance. The same guide lists a Food Activity at Events service at AED 160 and an event-based Kiosk Permit at AED 200. These fees come from the municipality's published guide and may have been updated since, so they should be confirmed at application.

Non-food activations, such as a car display or a tech demo, skip the food approvals but usually still need the venue approval and, if they advertise an offer or giveaway, the promotion permit.
