Construction Site Safety Rules in Dubai
According to the UAE Government portal, “local municipalities in the UAE are the entities authorised for overseeing building and construction safety in the country” (u.ae, Buildings' Safety). In Dubai, that role sits with Dubai Municipality.
In 2025, Dubai issued Decree No. (19) of 2025 Concerning Safety in Construction Works in the Emirate of Dubai, which requires construction work to follow a Code of Construction Safety Practice prepared and published by Dubai Municipality. Site perimeter protection is part of every contractor's HSE responsibilities, so the fence type, height, gates, and signage for your site should match your consultant's HSE plan and the site's approvals.

Fence Types
Types of Construction Site Fencing We Supply and Install
Galvanized mesh panel fencing (Heras-type)
Welded steel mesh panels, commonly around 3.5 metres wide and 2 metres high, standing in concrete bases and joined with clamps. Hot-dip galvanized panels resist rust, and the open mesh lets wind through and keeps the site visible, which helps security. Often called portable fencing or mobile fence panels, mesh panels are the fastest fence to install and the easiest to relocate. Where the HSE plan calls for it, anti-climb mesh with a tighter aperture is used on higher-risk perimeters.
Corrugated GI sheet fencing
Solid galvanized iron sheets fixed to steel posts and rails, often supplied in RAL colours such as off-white. A sheet fence blocks the view into the site, cuts dust and some noise for neighbours, and gives a large, flat surface for branding. PVC fencing panels
Lightweight plastic panels that are quick to set up and clean in appearance. PVC fencing suits shorter projects, fit-out works, landscaping, and areas inside communities where a lighter, neater barrier is preferred over steel. Chain link fencing
Woven steel wire mesh stretched between posts. Chain link is an economical way to enclose large perimeters that will stay in place for longer, such as laydown yards and large plots, and it can be fitted with shade mesh for screening.

Too few safety stays
Safety stays brace the fence on the site side, and concrete blocks or sandbags on the stays add weight where needed. Solid and branded fences need more bracing than open mesh.
No inspection after strong wind
Clamps loosen and bases shift. A quick walk of the perimeter after a windy day catches leaning panels before they fall.



Heat matters too. Galvanized steel and UV-stable materials hold up to the sun, while printed graphics on the fence need outdoor-grade materials so they do not fade within weeks.
