The Rules a Dubai Construction Hoarding Has to Meet First

Before a hoarding can advertise anything, it has to be a compliant site boundary. Dubai Municipality sets the baseline, master developers add their own rules on top, and advertising content can need its own permit. Designing graphics without knowing these rules is how projects end up reprinting panels.

Dubai Municipality Circular No. 12-4-1 of 2021, dated 23 August 2021, on the organisation, protection and cleanliness of construction sites, is addressed to engineering consultants, contractors and ready-mix concrete factories. It requires fences made of metal or plastic (PVC) materials for all construction projects in the Emirate of Dubai, not less than 2 metres high from the ground surface, with gaps between panels that do not exceed 5 cm. The same circular requires protection curtains on the external facades of buildings under construction, made of non-permeable materials such as PVC or high-density polyethylene mesh cloth, and makes the contractor responsible for regular maintenance of fences throughout the project period.

What this means for graphics: hoarding artwork is designed for panels at least 2 metres high, panel joints must stay tight so graphics should be planned around joint positions rather than relying on wide gaps, and the hoarding must be kept in good condition for the life of the project, which is why graphic durability matters as much as design.

Community Rules

Master Developer and Trakhees Requirements

Many Dubai sites sit inside master communities whose developers publish their own hoarding and signboard rules. Nakheel's Outdoor Branding Guidelines for Third Party Developers (October 2023) are a good example. They state that third party developers are mandated by Trakhees to place construction signboards at their sites, in three types: modification works, low and mid-rise buildings, and high-rise buildings and complexes. For construction site fences, they require graphics showing images of the project, the Nakheel community logo at the start and end of the fence layout, messaging in Arabic and English split 50/50, and the Trakhees permit number, once received, placed close to the site entrance. The same guidelines set a Nakheel NOC administration fee of AED 525 for all applications and an advertising fee of AED 250 per square metre per month on panel areas that contain a call to action.

Rigid PVC hoarding panels give a clean, smooth surface for full-colour graphics and meet the municipality's metal or PVC material baseline. They are popular for urban sites, community projects and sites where the hoarding is seen up close by pedestrians. Graphics can be printed directly or applied as printed vinyl.

Metal Sheet Hoarding With Vinyl Graphics

Printed Mesh Banners

On open sites, roads with strong cross-winds and long perimeters, printed mesh banners fixed to the fence reduce wind load. Mesh lets roughly 30 to 40 percent of wind pass through instead of building pressure, according to banner supplier guidance from Banners.com, which reduces stress on fixings and the fence. Mesh graphics read well from road distance, though fine detail is softer than on solid panels.

Solid PVC Banner (Flex)

Printed flex banners tensioned onto frames are economical for large areas and short-term phases, but on exposed sites a large solid banner acts like a sail, so tensioning, fixing spacing and venting all need care. For long-term sites, panels or mesh usually outperform loose banners.

Many master developers require bilingual text, and Nakheel's guidelines specify a 50/50 split. Designing both languages as a pair from the start avoids awkward retrofits.

Plan around joints and gates

Faces of people, logos and key words should not fall across panel joints or gate openings, where they get cut in half.

Leave space for mandatory information

Permit numbers, contractor and consultant names and safety notices have to go somewhere; planning their positions upfront stops them being stuck over the artwork later.

Night visibility

Busy roads and community entrances benefit from lit project boards or uplighting at key points, so the hoarding works after dark.

Most construction sites need a project information board near the entrance, and many master communities specify its content and format. Nakheel's guidelines, for example, require construction signboards to show building, piling and shoring permit numbers, plot number and area, building type and floor count, and to list the consultants, main contractor, sub-contractors and master developer, with black text on a white background and a painted pipe framework (50 mm diameter for low and mid-rise, 100 mm for high-rise), and lighting for high-rise signboards. Requirements vary by community and authority, so the board is built to the relevant guideline.

Dubai's conditions are hard on outdoor graphics: intense UV, summer heat on metal sheets, dust and sandstorms, and occasional heavy rain.
